Disclaimer: You wouldn't have dared, Chris but
quite frankly, toward the end, you were writing just
like any mid-level bureaucrat. Mores the pity. Still,
I don't intend to infringe.
Notes: I feel I am particularly suited for this story
because it's something I am intimately acquainted
with--the semi-annual report. Read it and
remember to vote next election!

DATE: April 30, 2000
RE: Semi Annual Project Update
As requested in the last conference call, the project
group has compiled the activities of the last six
months and forwarded it to the whole group for
review and discussion. This memo is to serve as
executive summary for the update and is not
intended to include all the scientific data of the
project. For that detail, please refer to the attached
document.
First and foremost, upon review of the recent data,
it would appear that Phase 1 of Project #104 has
finally reached a successful conclusion. Although it
is now almost four years past the initial deadline
date, the continued interest of the group as well as
sustained funding for the project has netted results
that exceed former expectations.
It was originally thought that subject A and subject
B would be attracted to each other immediately.
When that premise proved false, the first former
project coordinator (PC 1) decided to embark on a
test schedule for subject B and corresponding
surveillance of subject A. B was returned in
somewhat damaged condition, but it was felt that
this would hasten the expected results. In fact, quite
the opposite happened. A and B, after some initial
closeness, seemed even farther apart than when they
were first introduced. For this failure, PC 1 was
relieved of duty.
Project Coordinator 2 invoked a different approach.
After much planning, Subject B was induced to
remove the controller unit that had been inserted
during extensive testing. Although the logic
presented in PC 2's hypothesis was flawless, these
subjects proved once again that humans are the
largest and most unpredictable of variables. Even
when subject A was at the brink of suicide over the
potential demise of subject B, the desired result was
not achieved. PC 2 was soon removed from the
team.
At the end of the fifth year of the project, the third
coordinator made a daring move and introduced
subject C into the personal dynamic. Subject C was
thought to be a perfect addition, due to the previous
dynamic C shared with A. It was felt that adding a
little competition to the mix would invoke a typical
response in B and once again the project would
meet its goals. Unfortunately, even though C and A
acted as expected, B went completely counter to the
expectations and did not act as predicted. There
was little option other than to remove C from the
equation, which was done in a timely and efficient
manner while A was recovering from the removal
of vital genetic materials. PC 3 decided to leave the
project group and take another position with a
different project group.
This brings us to my personal involvement in the
project. I detected that after subject C's elimination
there was a spark of interest between subjects A and
B. By careful manipulation of their environment
and work related activities, A and B were showing
definite signs of progressing the project. It was
discovered through the continued surveillance of A
that only 4 months into my tenure as Project
Coordinator, A and B engaged in sexual activity for
the first time in the life of the project. This success
of part 1 of the project timeline led to the immediate
implementation of part 2 of the project, reactivation
of subject B's hormonal balance and ensuing
fertility.
With the added bonus that both subjects firmly
believed that subject B remained infertile, it was not
necessary to resort to any 'sabotage' of
contraceptives, as had been proposed by some
members of the project team. In fact, total non-
intervention, coupled with surveillance was the
deciding factor in the success of the project.
The only unforeseen obstacle was the depth of
feeling exhibited by subject A when subject B was
removed by Group Leader M for a three-day period.
The project team knew this was a risk, but it was
necessary to isolate B in order to reactive her
hormones and pave the way for the completion of
the project. Immediately following the reactivation,
there was some fear that A would break all ties with
B. But in the end, the prolonged exposure of A to B
ultimately was the deciding factor and A reacted as
previously predicted by seeking out B and, in true
primate fashion, taking her as a mate, exclusive of
all others.
Some on the project team proposed that we would
not achieve part 3 and our desired result for at least
a period of several months. I am very pleased to
report that recent analysis shows the project goal
was obtained no less than three weeks following
reactivation. Subject B's fertility is no longer in
question and it appears that all is in readiness for
Phase Two of the plan.
All that remains is to protect subject A and B (as
well as future subject a and subsequent subjects)
from any possible interference from outside parties.
Both A and B are invaluable to the project, as they
are the baseline for further projects. It is my
suggestion that A and B be maneuvered into a
relocation which would remove any possible
interference.
